For too long, institutionalized discrimination has stood in the way of some Minnesotans’ constitutional right to the pursuit of happiness. We’re talking about happy-hour goers, of course, and how some bars with sweet rooftop patios confine their specials indoors. But the walls of injustice are crumbling one bar at a time.

There’s no need for thrifty patrons to stay shuttered inside when the weather’s warm at this downtown steak and sushi haven. Seven’s 4-6:30 p.m. weekday happy hour applies to its chic rooftop bar, too. Upstairs it’s $3.75 wines and rails, $4 domestic bottles and discounted select martinis, sushi and apps for all.

This Lyn-Lake sake house proudly spreads the happy-hour love to its up-top area. Weekends on the Japanese joint’s patio are a bargain boozer’s dream, as sake bloodies and mimosas are just $2 between 11 a.m. and 2:20 p.m. After that, a daily 2:20-6 p.m. happy hour kicks in, when taps and house wines are only $3.50 and sake is half price.

We understand change can be slow. While this St. Paul Irish pub still pulls its happy hour during certain events, the Liffey should be commended for offering deals on its prime patio. From 11 a.m. to 6 p.m. daily, enjoy $4 select wines and $5 Big Gingers and take $1.50 off all pints and rails. Ah, the sweet taste of progress.
